मध्यप्रदेश उप चुनाव: भाजपा पर लोगों की नाराजगी भारी, आसान नहीं जीत की राह
मध्य प्रदेश में खंडवा लोकसभा सीट और रैगांव, पृथ्वीपुर तथा जोबट विधानसभा सीटों पर उपचुनाव होने हैं। पृथ्वीपुर और जोबट पर पहले कांग्रेस का और बाकी दो सीटों पर भाजपा का कब्जा था। सत्तारूढ़ भाजपा चारों सीटें जीत कर 2023 में होने वाले विधानसभा चुनाव और 2024 के लोकसभा चुनाव का आधार मजबूत करना चाहती है। लेकिन दमोह उपचुनाव में मिली हार के बाद पार्टी काफी सतर्क है और उसे जीत की राह आसान नहीं लग रही है। शायद यही वजह है कि देश के दूसरे राज्यों में उपचुनाव की घोषणा में मध्य प्रदेश को शामिल नहीं किया गया है। आधार मजबूत करने के लिए सत्तारूढ़ पार्टी को संभवतः और वक्त चाहिए।
भाजपा ने चुनाव की घोषणा से पहले अपने नेताओं को मैदान में उतार दिया है। मुख्यमंत्री शिवराज सिंह चौहान खंडवा और रैगांव का दौरा भी कर चुके हैं। उधर, दमोह के नतीजे से उत्साहित कांग्रेस भी तैयारी में जुट गई है। पार्टी का मानना है कि लोगों में भाजपा के प्रति भारी रोष है। इसलिए सत्ता में होने के बाद भी उसे दमोह में हार का सामना करना पड़ा। कांग्रेस का दावा है कि दूसरे उपचुनावों में भी नतीजे यही होंगे।
प्रदेश कांग्रेस प्रवक्ता भूपेंद्र गुप्ता कहते हैं कि केंद्र और राज्य, दोनों सरकारों ने जनता को राहत देने के नाम पर छलावा किया है। आम लोग महंगाई और बेरोजगारी से टूट चुके हैं। युवा आत्महत्या की राह अपना रहे हैं। बिजली संकट और खस्ताहाल सड़कों ने लोगों की परेशानी और बढ़ा दी है। गुप्ता के अनुसार, “शिवराज सरकार आम लोगों के लिए कुछ नहीं कर रही है। वह सिर्फ घोषणाएं करने में व्यस्त है।”
भाजपा 2003 के विधानसभा चुनाव में जिन मुद्दों के दम पर कांग्रेस को घेरकर सत्ता तक पहुंची थी, अब उन्हीं मुद्दों पर कांग्रेस भाजपा को घेर रही है। बारिश के बाद खस्ताहाल सड़कें एक बार फिर मुद्दा बन गई हैं। ग्वालियर-चंबल में बाढ़ और बारिश से पुल-पुलिया बह जाने, बिजली के भारी-भरकम बिल और बढ़ती महंगाई के मुद्दे कांग्रेस जोर-शोर से उठा रही है।
भाजपा भी जवाबी हमले कर रही है। पार्टी नेताओं का तर्क है कि खराब सड़कों को तत्काल सुधारा जा रहा है। बिजली का रिकॉर्ड उत्पादन हो रहा है। लेकिन आश्चर्यजनक रूप से बिजली और सड़कों के मामले में कांग्रेस के दो दशक पहले के शासनकाल से अभी के आंकड़ों की तुलना की जा रही है। भाजपा के प्रदेश महामंत्री रजनीश अग्रवाल कहते हैं, “पार्टी केंद्र और राज्य सरकारों की उपलब्धियां लेकर जनता के पास जाएगी। कोरोना से प्रभावी ढंग से निपटने और जनहित योजनाओं ने लोगों को बड़ी राहत दी है। हमें यकीन है कि उपचुनाव में सभी सीटों पर हम विजयी होंगे।” हालांकि इस यकीन के बाद भी पार्टी तत्काल चुनाव के लिए तैयार नहीं दिखती है।
निवाड़ी जिले की पृथ्वीपुर विधानसभा सीट कांग्रेस विधायक बृजेंद्र सिंह राठौर के निधन से रिक्त हुई है। भाजपा ने मंत्री अरविंद सिंह भदौरिया और भारत सिंह कुशवाह को यहां का दायित्व सौंपा है। इसमें जातिगत समीकरण का भी ध्यान रखा गया है। सतना जिले की रैगांव सीट भाजपा विधायक जुगल किशोर बागरी के निधन से रिक्त हुई है। इसका जिम्मा मंत्री रामखेलावन पटेल, बिसाहूलाल सिंह और बृजेंद्र प्रताप सिंह के साथ सांसद गणेश सिंह को दिया गया है। अलीराजपुर जिले की जोबट विधानसभा सीट का प्रभारी मंत्री विश्वास सारंग, प्रेम सिंह पटेल, सांसद गजेंद्र पटेल और विधायक रमेश मेंदोला को बनाया गया है। कांग्रेस की कलावती भूरिया के निधन से यह सीट खाली हुई है। रोचक बात है कि वरिष्ठ मंत्रियों को उचुनाव से पूरी तरह से दूर रखा गया है। वैसे, इसकी वजह भी साफ है। दमोह में कैबिनेट मंत्री भूपेंद्र सिंह को चुनाव प्रभारी और गोपाल भार्गव को सह-प्रभारी बनाया गया था। प्रदेश के सभी शीर्ष नेताओं ने लगातार डेरा डाल रखा था, फिर भी भाजपा बुरी तरह हार गई। स्थानीय सांसद और केंद्रीय मंत्री मंत्री प्रह्लाद पटेल ने इसका ठीकरा अपने विरोधी पूर्व मंत्री जयंत मलैया पर फोड़ा था।
राजनीतिक विश्लेषकों का मानना है कि उपचुनावों में जीत भाजपा के लिए आसान नहीं है। कोरोना के बाद उपजी समस्याओं से लोगों में भारी असंतोष है। महंगाई और रोजगार बड़ा मुद्दा बना हुआ है। बिजली संकट ने भी किसानों की परेशानी बढ़ा रखी है। अब देखना है कि चुनाव में लोगों को कौन-सा मुद्दा याद रहता है।
