कार्बन उत्सर्जन कम करने के लिए काम करेंगी मध्यप्रदेश की ग्राम पंचायतें
प्रदेश की ग्राम पंचायतें अब कार्बन उत्सर्जन कम करने के काम भी करेंगी। पर्यावरण अनुकूलन के साथ यह काम पंचायतों के लिए अतिरिक्त आय का जरिया भी बनेगा। इस संबंध में इंदौर स्मार्ट सिटी लिमिटेड एवं पंचायत विभाग के शीर्ष अधिकारियों की बैठक में कामों की रूपरेखा पर विस्तृत चर्चा हो चुकी है।
ग्लासगो पर्यावरण समिट में प्रधानमंत्री श्री नरेन्द्र मोदी ने कहा था कि प्राचीन काल में भारत ने ही दुनिया को सही जीवन-शैली का मूल मंत्र दिया था। उन्होंने आश्वासन दिया था कि ग्रीन हाउस प्रभाव को कम करने के लिए कार्बन उत्सर्जन की मात्रा को नियंत्रित करने के क्षेत्र में भारत द्वारा शीघ्र ही कुछ नया और अच्छा करने का प्रयास किया जायेगा। प्रधानमंत्री की इसी इच्छा के अनुरूप देश में इस क्षेत्र में प्रयास किये जा रहे हैं।
पर्यावरण अनुकूल योजनाएँ
पंचायत एवं ग्रामीण विकास के प्रमुख सचिव श्री उमाकांत उमराव ने कहा कि तेजी से बढ़ रही कार्बन उत्सर्जन की मात्रा को रोकने की दृष्टि से पूरी दुनिया में हरसंभव प्रयास किये जा रहे हैं। इसके लिये कार्पोरेट सेक्टर के साथ ग्रामीण क्षेत्रों में पंचायत स्तर पर जागरूकता लाया जाना जरूरी है। मध्यप्रदेश में पंचायत एवं ग्रामीण विकास विभाग द्वारा क्रियान्वित कार्यक्रमों से कार्बन क्रेडिट अर्जित करने के लिए पर्यावरण अनुकूल योजनाएँ संचालित की जायेंगी। मुख्य रूप से इनमें ऊर्जा दक्षता के क्षेत्र में सोलर विद्युत, ठोस अपशिष्ट प्रबंधन एवं निपटान के लिए अपशिष्ट से ऊर्जा, कम्पोस्ट निर्माण, सीवेज ट्रीटमेंट प्लान, बायोगैस आधारित परियोजनाएँ, पशु अपशिष्ट प्रबंधन, गो-काष्ठ एवं गोवर्धन योजनाएँ शामिल हैं। बडे़ पैमाने पर वृक्षा-रोपण गतिविधियाँ, वाणिज्यिक वृक्षा-रोपण, वनों की कटाई को रोकना, प्लास्टिक संग्रहण एवं रिसाईक्लिंग आदि के लिए गाँव में योजनाबद्ध स्वरूप में काम किया जा रहा है।
कार्बन निवेश बढ़ेगा
पहले चरण में कुछ जिलों में यह काम शुरू किया जायेगा। धीरे-धीरे पूरे प्रदेश में काम किया जायेगा। इससे पंचायतों को मौजूदा परिसंपत्तियों से आय का अतिरिक्त स्त्रोत प्राप्त होगा। साथ ही इसके लिए अलग से कोई शुल्क नहीं देना होगा। संस्थाओं को भविष्य के कार्बन निवेश के लिए बढ़े हुए अवसर प्राप्त होंगे। पंचायती राज संस्थाओं को पर्यावरण संरक्षण में उनके योगदान से अंतर्राष्ट्रीय मान्यता मिलेगी। यह प्रक्रिया भविष्य में पर्यावरण अनुकूल प्रभावों के लिये मील का पत्थर साबित होगी।
स्वच्छता के प्रति जागरूकता
स्वच्छ भारत मिशन में प्रदेश में विभिन्न जिलों में स्वच्छता के क्षेत्र में उल्लेखनीय उपलब्धियाँ हासिल की गई हैं। भोपाल जिले में कचरा प्रबंधन, प्लास्टिक संग्रहण सहित स्वच्छता के क्षेत्र में कई नवाचार भी किये गये हैं। अन्य जिले भी दिन-प्रतिदिन स्वच्छता की ओर अग्रसर हैं। कार्बन क्रेडिट से क्षेत्र में शुरू किये जा रहे काम से पर्यावरण अनुकूलता के साथ ही गाँवों में आजीविका के अवसर मिलेंगे।
