नई दिल्ली: प्रधानमंत्री नरेंद्र मोदी उन 37 राष्ट्राध्यक्षों या सरकार के प्रमुखों की सूची में शामिल हो गए हैं, जिन्हें वैश्विक निकाय रिपोर्टर्स विदाउट बॉर्डर्स (आरएसएफ) ने प्रेस स्वतंत्रता को नियंत्रण करने वालों (प्रीडेटर्स) के रूप में पहचाना है.मोदी के (इस सूची में) प्रवेश से पता चलता है कि कैसे विशाल मीडिया साम्राज्य के मालिक अरबपति व्यवसायियों के साथ उनके घनिष्ठ संबंध ने उनके बेहद विभाजनकारी और अपमानजनक भाषणों के निरंतर कवरेज के माध्यम से उनकी राष्ट्रवादी-लोकलुभावन   विचारधारा को फैलाने में मदद की है.  विश्व प्रेस स्वतंत्रता सूचकांक में भारत 180 देशों में से 142वें स्थान पर है. आरएसएफ दुनिया का सबसे बड़ा एनजीओ है जो मीडिया की स्वतंत्रता की रक्षा में विशेषज्ञता रखता है, जिसे सूचित रहने और दूसरों को सूचित करने का एक बुनियादी मानव अधिकार माना जाता है.

मोदी पाकिस्तान के इमरान खान, सऊदी अरब के क्राउन प्रिंस मोहम्मद बिन सलमान, म्यांमार के सैन्य प्रमुख मिन आंग हलिंग और उत्तर कोरिया के किम जोंग-उन के साथ-साथ 32 अन्य लोगों में शामिल हो गए हैं, जिनके बारे में कहा गया है कि वे ‘सेंसरशिप तंत्र बनाकर प्रेस की स्वतंत्रता को रौंदते हैं, पत्रकारों को मनमाने ढंग से जेल में डालते हैं या उनके खिलाफ हिंसा भड़काते हैं. उनके हाथों पर खून नहीं है क्योंकि उन्होंने प्रत्यक्ष या अप्रत्यक्ष रूप से पत्रकारों को हत्या की ओर ढकेला है.’

2016 के बाद यह पहला मौका है जब आरएसएफ इस तरह की सूची प्रकाशित कर रहा है. ‘प्रीडेटर्स’ के रूप में पहचाने जाने वाले प्रमुखों में से सत्रह नए प्रवेशकर्ता हैं. सूची में शामिल 37 में से 13 एशिया-प्रशांत क्षेत्र से हैं. सूची के सात वैश्विक नेता साल 2001 में पहली बार प्रकाशित होने के बाद से ही इसका हिस्सा रहे हैं और इसमें सीरिया के राष्ट्रपति बशर अल-असद, ईरान के अली खामेनेई, रूस के व्लादिमीर पुतिन और बेलारूस के अलेक्जेंडर लुकाशेंको शामिल हैं.

आलोचक और पत्रकार रोमन प्रोटासेविच को पकड़ने के लिए एक विमान का नाटकीय रूप से मार्ग बदलने के बाद से अलेक्जेंडर लुकाशेंको ने एक ‘प्रीडेटर’ के रूप में पहचान हासिल की है. बांग्लादेश की शेख हसीना और हांगकांग की कैरी लैम दो ऐसी महिला राष्ट्र प्रमुख हैं, जिनकी पहचान ‘प्रीडेटर्स’ के रूप में की गई है.आरएसएफ के प्रेस विज्ञप्ति के अनुसार, प्रत्येक प्रीडेटर्स के लिए आरएसएफ ने उनकी ‘प्रीडेटर पद्धति’ की पहचान करते हुए एक फ़ाइल संकलित की है.

सूची इस बात पर भी प्रकाश डालती है कि कैसे प्रत्येक ‘प्रीडेटर’ पत्रकारों को सेंसर करता है और उनका उत्पीड़न करता है. इसके साथ ही वे किस प्रकार के पत्रकार और मीडिया आउटलेट को पसंद करते हैं, साथ ही भाषणों या साक्षात्कारों के उद्धरण जिसमें वे अपने हिंसक व्यवहार को उचित ठहराते हैं. मोदी के बारे में कहा गया है कि वह 26 मई, 2014 को पदभार ग्रहण करने के बाद से एक प्रीडेटर रहे हैं और अपने तरीकों को ‘राष्ट्रीय लोकलुभावनवाद और दुष्प्रचार’ के रूप में सूचीबद्ध करते हैं.

आरएसएफ कहता है, ‘उनके पसंदीदा लक्ष्य ‘सिकुलर’ और ‘प्रेस्टीट्यूट्स’ हैं. पहला एक ऐसा शब्द है जिसका इस्तेमाल हिंदू दक्षिणपंथी और मोदी की भारतीय जनता पार्टी के समर्थक ‘धर्मनिरपेक्ष’ दृष्टिकोणों की आलोचना करने के लिए करते हैं.यह एक ऐसा शब्द जो भारतीय संविधान की प्रस्तावना में भी है और जाहिर तौर पर हिंदू धर्म का पालन करने वाले दक्षिणपंथी इसका पालन नहीं करते हैं.’वहीं, दूसरा शब्द ‘प्रेस और प्रॉस्टीट्यूट का मिश्रण’ है जो स्री जाति से द्वेष के साथ यह संकेत देने की कोशिश करता है कि मोदी विरोधी मीडिया बिक चुका है.
