जनहित याचिका पर सुनवाई: बिजली से हाथियों के मरने पर सुप्रीम कोर्ट ने मांगा जवाब, केंद्र और 17 राज्य सरकारों को नोटिस
- देश में बिजली के झटकों से हाथियों के मरने की समस्या के संबंध में तत्काल हस्तक्षेप की मांग करने वाली जनहित याचिका पर सुनवाई के बाद सुप्रीम कोर्ट ने बुधवार को केंद्र सरकार और 17 राज्य सरकारों को नोटिस जारी किया है।
भारत के मुख्य न्यायाधीश (सीजेआई) न्यायमूर्ति एनवी रमण, न्यायमूर्ति सूर्यकांत और न्यायमूर्ति हिमा कोहली की पीठ ने इस संबंध में जवाब दाखिल करने को कहा है। प्रेरणा सिंह बिंद्रा व अन्य की याचिका में कहा गया है कि वे इस हकीकत को प्रकाश में लाना चाहते हैं कि हाथियों के अप्राकृतिक रूप से मरने की घटनाएं काफी बढ़ गई हैं। इनका कारण जानबूझकर अथवा अचानक लगने वाले बिजली के झटके हैं। इस समस्या की भयावहता पर्यावरण, वन और जलवायु परिवर्तन मंत्रालय द्वारा गठित विशेषज्ञ निकाय भी मान रहे हैं।
याचिका के मुताबिक, मंत्रालय की ओर से संसद के समक्ष पेश आंकड़ों के मुताबिक, 2014-15 और 2018-19 के बीच 510 में से 333 हाथी बिजली के झटके लगने के कारण मरे। वकील अभिकल्प प्रताप सिंह के माध्यम से दायर याचिका में मंत्रालय को 2010 की ‘गजा’ रिपोर्ट की प्रासंगिक सिफारिशों को प्रभावी ढंग से लागू करने और 18 जुलाई 2019 की अपनी 54वीं बैठक में राष्ट्रीय वन्यजीव बोर्ड की स्थायी समिति द्वारा स्वीकार टास्क फोर्स की सिफारिशों के बिंदुओं को लागू करने के निर्देश देने की मांग की गई है।
संरक्षित क्षेत्रों में हाई वोल्टेज के तार हों इंसुलेटिड
याचिका में कहा गया है कि केंद्र और राज्यों को संरक्षित क्षेत्रों (वन्यजीव अभयारण्यों, राष्ट्रीय उद्यानों, सामुदायिक रिजर्व और संरक्षित रिजर्व), हाथी रिजर्व, पहचाने गए हाथी गलियारों और हाथियों की आवाजाही वाले ज्ञात क्षेत्रों से गुजरने वाली हाई वोल्टेज बिजली ट्रांसमिशन लाइनों को तत्काल प्रभाव से इन्सुलेटिड करने का काम करने का निर्देश देने की मांग की गई है। साथ ही, प्रतिवादियों को यह सुनिश्चित करने का निर्देश देने की मांग की गई है कि संरक्षित क्षेत्रों के भीतर नई विद्युत ट्रांसमिशन लाइनें बिछाने की अनुमति केवल उन्हीं मामलों में दी जाए, जहां कोई विकल्प नहीं है।
