पेगासस प्रोजेक्ट: सीजेआई गोगोई पर यौन उत्पीड़न के आरोप लगाने के बाद हैकिंग के निशाने पर थीं पीड़िता
नई दिल्ली: अप्रैल 2019 में भारत के पूर्व मुख्य न्यायाधीश रंजन गोगोई पर यौन उत्पीड़न का आरोप लगाने वाली सुप्रीम कोर्ट की कर्मचारी से संबंधित तीन फोन नंबर इज़राइल स्थित एनएसओ समूह की ग्राहक- एक अज्ञात भारतीय एजेंसी द्वारा निगरानी के उद्देश्य से संभावित हैक के लिए लक्ष्य के रूप में चुने गए थे. द वायर इस तथ्य की पुष्टि कर सकता है.
एनएसओ समूह को पेगासस स्पायवेयर के लिए जाना जाता है, जिसका दावा है कि वह इसे केवल ‘प्रमाणित सरकारों’ को बेचता है. हालांकि उसने यह नहीं बताया है कि अपने इस विवादित उत्पाद को उसने किस सरकार को बेचा है.
अपनी पहचान जाहिर करने की अनिच्छुक सुप्रीम कोर्ट की पूर्व कर्मचारी ने आरोप लगाया था कि साल 2018 में सीजेआई गोगोई द्वारा उनका यौन उत्पीड़न किया गया था. इस घटना के कुछ हफ़्तों बाद ही उन्हें नौकरी से निकाल दिया गया. अप्रैल 2019 में उन्होंने एक हलफनामे में अपना बयान दर्ज कर सर्वोच्च अदालत के 22 जजों को भेजा था.
फ्रांस की मीडिया नॉन-प्रॉफिट फॉरबिडेन स्टोरीज़ द्वारा लीक हुए फोन नंबरों की सूची का विश्लेषण बताता है कि इसके कुछ ही दिनों बाद उन्हें संभावित हैकिंग के निशाने के तौर पर चुना गया था. इन लीक रिकॉर्ड्स के अनुसार, जिस हफ्ते उनके सीजेआई पर लगाए गए आरोपों की खबर आई थी, उसी सप्ताह उनके पति और दो देवरों से जुड़े आठ नंबरों को भी टारगेट के तौर पर चुना गया. लीक रिकॉर्ड्स की मानें तो सूची में शामिल 11 फोन नंबर महिला और उनके परिवार से संबंधित थे.
एमनेस्टी इंटरनेशनल की तकनीकी लैब के साथ फॉरबिडेन स्टोरीज द्वारा समन्वित 16 अंतरराष्ट्रीय मीडिया संस्थानों की टीम द्वारा की गई विशेष पड़ताल में पाया गया कि भारत के जिन नंबरों को संभावित हैकिंग का निशाना बनाया गया, उनमें यह सबसे बड़ा समूह है. महिला का इस सूची में होना और उन्हें चुने जाने का समय यह संकेत देते हैं कि वे उस अज्ञात भारतीय एजेंसी की दिलचस्पी के दायरे में इसलिए आईं, क्योंकि उन्होंने तत्कालीन सीजेआई पर सार्वजनिक तौर पर गंभीर आरोप लगाए थे.
उनका चुना जाना उस बिंदु को भी विस्तार देता है, जिसकी पैरवी निजता के अधिकार के लिए काम करने वाले कार्यकर्ता लंबे समय से करते आए हैं- वह यह कि सर्विलांस के अनधिकृत और अवैध साधनों का उपयोग उन स्थितियों में लगातार हो रहा है, जहां दूर-दूर तक किसी तरह की ‘इमरजेंसी’ या ‘राष्ट्रीय सुरक्षा’ से जुड़ा कोई बहाना भी नहीं है.
पेगासस प्रोजेक्ट के सदस्यों द्वारा प्रधानमंत्री कार्यालय (पीएमओ) और इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय को भेजे गए विस्तृत सवालों के जवाब में भारत सरकार के पेगासस से संबंधों के आरोपों को ‘दुर्भावनापूर्ण दावा’ बताया गया है और कहा गया कि ‘कुछ विशिष्ट लोगों पर सरकारी निगरानी के आरोपों का कोई ठोस आधार नहीं है.’
