कश्मीरी पंडितों के लिए सिर्फ़ 15 फ़ीसदी ट्रांज़िट आवास का काम पूरा हुआ: संसदीय समिति

संसद की स्थायी समिति ने घाटी में कश्मीरी पंडितों के लिए ट्रांजिट आवास के निर्माण की गति पर असंतोष व्यक्त किया है. उन्होंने कहा कि इस दिशा में अब तक केवल 15 फीसदी काम पूरा हुआ है.

इंडियन एक्सप्रेस की रिपोर्ट के मुताबिक, गृह मामलों पर विभाग-संबंधित संसदीय स्थायी समिति की रिपोर्ट में कहा गया है, ‘कुल मिलाकर निकट भविष्य में कश्मीरी प्रवासियों के लिए लगभग 2,200 ट्रांजिट आवास इकाइयां उपलब्ध होंगी. हालांकि, 50 फीसदी से अधिक इकाइयों की निर्माण प्रक्रिया अभी प्रारंभिक स्थिति में है. समिति को लगता है कि ट्रांजिट आवास इकाइयों के निर्माण की प्रक्रिया में तेजी लाने की जरूरत है और इसकी नियमित रूप से निगरानी की जानी चाहिए.’

समिति ने परियोजना को पूरा करने के लिए केंद्रीय गृह मंत्रालय को एक समयसीमा निर्धारित करने के लिए कहा है. इस समिति की अगुवाई कांग्रेस के राज्यसभा सांसद आनंद शर्मा कर रहे हैं और इस रिपोर्ट को बीते शुक्रवार को संसद में पेश किया गया.

केंद्र ने साल 2015 में कश्मीरी पंडित प्रवासियों की घाटी में वापसी के लिए 6,000 ट्रांजिट आवास के निर्माण की घोषणा की थी. हालांकि इनके निर्माण की गति काफी धीमी रही है.

गृह मंत्रालय ने समिति को बताया कि 849 इकाइयों का निर्माण किया जा चुका है, जबकि 176 इकाइयों का निर्माण पूरा होने के करीब है.

इसके अनुसार, ‘कुल 1,200 इकाइयों का निर्माण कार्य चल रहा है. 288 इकाइयों के लिए निविदाएं मंगाई गई हैं या काम चल रहा है. भूमि की पहचान की गई है/डीपीआर (विस्तृत प्रोजेक्ट रिपोर्ट) को स्वीकृति प्रदान की गई है और 3,487 इकाइयों के लिए डीपीआर तैयार किया जा रहा है.’

समिति ने अपनी रिपोर्ट में श्रीनगर अंतरराष्ट्रीय हवाई अड्डे पर अंतरराष्ट्रीय उड़ानों का संचालन नहीं करने पर भी चिंता जाहिर की. इसे लेकर गृह मंत्रालय ने कहा कि ऐसा वाणिज्यिक व्यवहार्यता कारणों के चलते हुआ है.

रिपोर्ट में कहा गया है, ‘समिति की ये सिफारिश है कि एयरलाइनों को उनके लिए अंतरराष्ट्रीय परिचालन को वित्तीय रूप से व्यवहार्य बनाने के लिए ईंधन की कीमत में सब्सिडी देने आदि जैसी किसी प्रकार की सुविधा/प्रोत्साहन मुहैया कराई जा सकती है.’

इसने राष्ट्रीय जांच एजेंसी (एनआईए) में खाली पदों की उच्च संख्या को लेकर भी चिंता जाहिर की और गृह मंत्रालय को प्रशासनिक मुद्दों का हल कर उन्हें भरने के लिए कहा.

रिपोर्ट में कहा गया, ‘एनआईए में 386 पद खाली हैं, जो स्वीकृत संख्या का 30.22 फीसदी है.’

समिति ने यह भी नोट किया है कि एनआईए में रिक्त पदों को भरने के लिए राज्यों के मुख्य सचिवों से एटीएस/एसटीएफ के अनुभवी पुलिसकर्मियों को नामित करने के लिए संपर्क किया गया है.

उन्होंने आगे कहा, ‘समिति, हालांकि, इस बात को लेकर बहुत चिंतित है कि एनआईए में मौजूदा रिक्तियों की एक वजह, कोटा के आंतरिक विनियमन के कारण सीएपीएफ कर्मचारियों का एनआईए में आवेदन करने के लिए पात्र नहीं होना है. समिति अनुशंसा करती है कि बाधाओं को दूर किया जा सकता है और एनआईए में सीएपीएफ से कोटा तय करने का निर्णय जल्द से जल्द लिया जाए.’

समिति ने रक्षा बलों के समान सीएपीएफ कर्मचारियों को 30 दिनों की छुट्टी देने की अपनी सिफारिश पर गृह मंत्रालय के जवाब पर असंतोष व्यक्त किया. सीएपीएफ के जवान फिलहाल सिर्फ 15 दिन की छुट्टी के हकदार हैं.

संसदीय समिति ने अपनी रिपोर्ट में कहा, ‘समिति इस उत्तर से संतुष्ट नहीं है कि भविष्य में आवश्यकता के अनुसार नीति की समीक्षा की जाएगी. समिति ने सीएपीएफ कर्मचारियों को दी जाने वाली छुट्टियों की संख्या की समीक्षा करने की आवश्यकता को पहले ही रेखांकित कर दिया है. समिति का दृढ़ विश्वास है कि अधिकारी रैंक से नीचे के सीएपीएफ कर्मचारियों को सेना के जवानों के समान अवकाश दिया जाना चाहिए.’

समिति का कहना था कि सीएपीएफ के जवान लगभग समान चुनौतियों, कठिनाइयों का सामना करते हैं और रक्षा बलों जैसा ही उन्हें भी तनाव का सामना करना पड़ता है.
