फैमिली हेल्थ सर्वे में पुरुषों की तुलना में अधिक महिलाओं ने पति द्वारा मारपीट को जायज़ बताया
घरेलू हिंसा को लेकर किए गए सर्वेक्षण से पता चला है कि महिलाओं में गिरती प्रजनन दर और बैंक एकाउंट में बढ़ोतरी से महिला सशक्तिकरण का पता चलता है लेकिन नेशनल फैमिली हेल्थ सर्वे में घरेलू हिंसा को लेकर चौंकाने वाले आंकड़ें सामने आए हैं.
इंडियन एक्सप्रेस की रिपोर्ट के मुताबिक, देश के 18 राज्यों और केंद्रशासित प्रदेश जम्मू कश्मीर में किए गए नेशनल फैमिली हेल्थ सर्वे में पूछा गया कि आपकी राय में क्या पति का पत्नी को मारना या पीटना सही है.
इसके जवाब में सर्वे में शामिल राज्यों में से तेलंगाना की 83.8 फीसदी महिलाओं ने कहा कि पुरुषों का अपनी पत्नियों को पीटना जायज है जबकि हिमाचल प्रदेश में 14.8 फीसदी महिलाओं ने इसे जायज बताया.
वहीं, पुरुषों की बात करें तो कर्नाटक में 81.9 फीसदी पुरुषों ने कहा कि इस तरह का व्यवहार सही है, जबकि हिमाचल प्रदेश में 14.2 फीसदी पुरुषों ने इसे ठीक बताया.
सर्वे में यह सवाल पूछा गया और फिर पत्नियों को मारने या पीटने के सात कारणों को उनके सामने रखा गया, जिसमें पति को बिना बताए बाहर जाना, घर और बच्चों को संभालने में लापरवाही बरतना, पति से बहस करना, शारीरिक संबंध बनाने से इनकार करना, सही तरीके से खाना न बनाना, धोखा देना या सास-ससुर का सम्मान नहीं करना शामिल हैं.
सर्वे के मुताबिक, घरेलू हिंसा को न्यायोचित ठहराने में सबसे आम कारण सास-ससुर का सम्मान न करना और घर और बच्चों को नजरअंदाज करना रहा. यह सर्वे 2019-2021 के दौरान हुआ और इन आंकड़ों को बुधवार को जारी किया गया.
सर्वे असम, आंध्र प्रदेश, बिहार, गोवा, गुजरात, हिमाचल प्रदेश, जम्मू एवं कश्मीर, कर्नाटक, केरल, महाराष्ट्र, मणिपुर, मेघालय, मिजोरम, नगालैंड, सिक्किम, तेलंगाना, त्रिपुरा और पश्चिम बंगाल में किए गए.
वे राज्य जहां घरेलू हिंसा को जायज ठहराने वाली महिलाओं का प्रतिशत अधिक रहा, वे आंध्र प्रदेश (83.6 फीसदी), कर्नाटक (76.9 फीसदी), मणिपुर (65.9 फीसदी), केरल (52.4 फीसदी) हैं.
हिमाचल प्रदेश और त्रिपुरा के लोगों में घरेलू हिंसा को लेकर स्वीकृति सबसे कम रही. हिमाचल में यह दर 14.2 फीसदी और त्रिपुरा में 21.3 फीसदी रही.
पूरे देश के एनएफएचएस-4 (2015-2016) के आंकड़े जनवरी 2018 में जारी हुए थे, जिसमें कहा गया था कि सर्वे में शामिल 52 फीसदी महिलाओं का मानना है कि एक पति का अपनी पत्नी को पीटना सही है, 42 फीसदी पुरुष इससे सहमत थे.
18 राज्यों में किए गए ताजा सर्वे में से 13 राज्य मणिपुर, गुजरात, नगालैंड, गोवा, बिहार, असम, महाराष्ट्र, कर्नाटक, तेलंगाना, हिमाचल प्रदेश, केरल और पश्चिम बंगाल की महिलाओं ने पति द्वारा पिटाई की सबसे जायज कारण सास-ससुर का सम्मान नहीं करना बताया.
इसके बाद दूसरा कारण घर और बच्चों को सही तरीके से संभालना नहीं बताया गया. पति द्वारा पिटाई का सबसे कम कारण पति को धोखा देना बताया गया.
महिला अधिकारों के लिए काम कर रहे एनजीओ पॉपुलेशन फर्स्ट की निदेशक शारदा एएल ने बताया, ‘इस तरह की पितृसत्तात्मक मानसिकता महिलाओं के दिमाग में बैठी है, जो सोचती हैं कि परिवार और पति की सेवा करना उनकी पहली प्राथमिकता होनी चाहिए.’
