मानवाधिकार आयोग पैनल ने आपराधिक न्याय प्रणाली में सुधारों की धीमी गति पर चिंता जताई
नई दिल्ली: राष्ट्रीय मानवाधिकार आयोग के एक विशेषज्ञ समूह ने बुधवार को आपराधिक न्याय प्रणाली में सुधारों की ‘धीमी गति’ पर बुधवार को चिंता प्रकट की. आयोग ने ‘आपराधिक न्याय प्रणाली पर कोर समूह’ की पहली बैठक का आयोजन किया था. मानवाधिकार आयोग ने एक बयान में कहा कि यह महसूस किया गया कि मामलों के निस्तारण में विलंब विचाराधीन और सजायाफ्ता कैदियों के मानवाधिकार का उल्लंघन है. उसने कहा, ‘आपराधिक न्यायिक प्रणाली में सुधारों की धीमी गति पर गंभीर चिंता प्रकट करते हुए त्वरित न्याय सुनिश्चित करने को कहा.’ जस्टिस (सेवानिवृत्त) एमएम कुमार ने बैठक की अध्यक्षता करते हुए कहा कि आपराधिक न्याय प्रणाली में त्वरित सुधार में पुलिस की व्यवस्था महत्वपूर्ण है. उन्होंने कहा कि उच्चतम न्यायालय के आदेशों समेत कई प्रयासों के बावजूद जमीनी हकीकत में बहुत ज्यादा बदलाव नहीं हुआ है. मानवाधिकार आयोग के प्रमुख जस्टिस (सेवानिवृत्त) अरुण कुमार मिश्रा ने कहा कि दस्तावेजों के डिजिटलीकरण से निष्पक्ष और त्वरित जांच एवं सुनवाई में मदद मिलेगी.
समाचार एजेंसी के मुताबिक, मिश्रा ने कहा कि न केवल सुनवाई में देरी होती है, बल्कि किसी व्यक्ति को दोषी ठहराने वाले अदालत के आदेशों को लागू करने में भी सालों लग जाते हैं, जो चिंता का विषय है. एनएचआरसी के सदस्य डीएम मुले ने पहले कहा था कि दोषसिद्धि की दर आवश्यक पुलिस और प्रशासनिक सुधारों की कमी का परिणाम है. उन्होंने कहा कि जजों की भी कमी है.विचार-विमर्श के लिए एजेंडा निर्धारित करते हुए एनएचआरसी के महासचिव, बिंबाधर प्रधान ने कहा कि एक अनुमान के अनुसार, सुप्रीम कोर्ट, उच्च न्यायालयों और जिला अदालतों में लगभग 4.4 करोड़ मामले लंबित हैं.
उन्होंने कहा कि मार्च 2020 से लंबित मामलों में लगभग 70 लाख और मामले जोड़े गए हैं. उन्होंने कहा कि आपराधिक न्याय प्रणाली में पीड़ित के अधिकारों और स्मार्ट पुलिसिंग की ओर अधिक ध्यान देने की आवश्यकता है. एनएचआरसी के जांच महानिदेशक संतोष मेहरा ने कहा कि लोगों को समय पर न्याय सुनिश्चित करने के हित में जनसंख्या के अनुपात में विभिन्न पुलिस थानों में पुलिसकर्मियों की कमी पर प्राथमिकता से विचार करने की जरूरत है.
