नई दिल्ली: मोदी सरकार अब वोटर आईडी कार्ड बनाने के लिए भी आधार का इस्तेमाल करना चाहती है. केंद्र ने आधार बनाने वाली एजेंसी भारतीय विशिष्ट पहचान प्राधिकरण (यूआईडीएआई) को पत्र लिखकर मांग की है कि चुनाव आयोग को नए मतदाताओं के पंजीकरण के लिए आधार का उपयोग करने की अनुमति दी जाए., सरकार ने कहा है कि सुशासन के लिए आधार सत्यापन (सामाजिक कल्याण, नवाचार और ज्ञान) नियम, 2020 के नियम तीन के तहत ई-ईपीआईसी (इलेक्ट्रॉनिक मतदाता फोटो पहचान पत्र) या मतदाता पर्ची डाउनलोड करने की अनुमति दी जा सकती है.

ये नियम पिछले साल पांच अगस्त को इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय द्वारा अधिसूचित किए गए थे. इसका उद्देश्य ‘सुशासन, सरकारी धन का दुरुपयोग रोकना, नागरिकों के जीवन को सुगम बनाना और उनके लिए सेवाओं तक बेहतर पहुंच को स्थापित करना’ इत्यादि है.यदि कोई विभाग इन कार्यों के लिए आधार का इस्तेमाल करना चाहता है तो उसे यूआईडीएआई को एक प्रस्ताव भेजना होता है.

अब अगर यूआईडीएआई और सरकार इस मामले पर सहमत हो जाते हैं, तो जनप्रतिनिधित्व अधिनियम, 1950 और आधार अधिनियम, 2016 में संशोधन के बिना ही वोटर कार्ड के साथ आधार को लिंक करने का रास्ता साफ हो जाएगा.

अगस्त 2019 में चुनाव आयोग ने विधि सचिव को पत्र लिखकर मांग की थी कि जनप्रतिनिधित्व अधिनियम और आधार एक्ट में संशोधन किया जाए, ताकि वोटर लिस्ट से फर्जी लोगों को निकालने की कार्रवाई हो सके. आयोग का कहना था कि यदि वोटर कार्ड के साथ आधार जोड़ दिया जाता है तो बोगस वोटरों को बाहर किया जा सकेगा.

चुनाव आयोग ने फरवरी 2015 में आधार को ईपीआईसी से जोड़ने की कवायद शुरू की थी, जब एचएस ब्रह्मा मुख्य चुनाव आयुक्त थे, लेकिन सुप्रीम कोर्ट द्वारा आधार के इस्तेमाल को सार्वजनिक वितरण प्रणाली (पीडीएस) और एलपीजी एवं केरोसिन के वितरण तक सीमित करने के बाद उस वर्ष अगस्त में इस कार्यवाही को रद्द कर दिया गया था. तब तक चुनाव आयोग 38 करोड़ वोटर कार्ड को आधार से जोड़ चुका था.

वैसे इससे पहले विधि मंत्रालय ने आयोग की मांग पूरी करने के लिए कैबिनेट मंजूरी का रास्ता सुझाया था, लेकिन हालिया कदम दर्शाता है कि सरकार कानूनों में संशोधन किए बिना ही वोटर कार्ड को आधार से जोड़ने की तरफ जा रही है.
