रक्षा संबंधी आवश्यक सेवाओं में शामिल कर्मचारी नहीं कर सकेंगे हड़ताल

नई दिल्ली: सरकार ने बुधवार को एक अध्यादेश जारी किया, जो रक्षा संबंधी आवश्यक सेवाओं में शामिल कर्मियों के हड़ताल एवं किसी भी तरह के विरोध-प्रदर्शन करने पर रोक लगाता है. आयुध निर्माणी बोर्ड (ओएफबी) से जुड़े कई बड़े संघों ने हाल ही में सरकार के ओएफबी को निगम बनाने के फैसले के खिलाफ जुलाई में अनिश्चितकालीन हड़ताल पर जाने की घोषणा की थी जिसको देखते हुए आवश्यक रक्षा सेवा अध्यादेश, 2021 लाया गया है.
एक राजपत्रित अधिसूचना के मुताबिक, रक्षा उपकरण के उत्पादन, सेवा और संचालन में शामिल कर्मचारी या सेना से जुड़े किसी भी औद्योगिक प्रतिष्ठान के उत्पादन में शामिल कर्मचारियों के साथ ही रक्षा उत्पादों की मरम्मत और रखरखाव में कार्यरत कर्मचारी अध्यादेश के दायरे में आएंगे.
कानून मंत्रालय द्वारा जारी अधिसूचना के मुताबिक, ‘कोई भी व्यक्ति जो हड़ताल शुरू करता है या ऐसी किसी भी हड़ताल में भाग लेता है जोकि इस अध्यादेश के अंतर्गत गैर-कानूनी है तो उसे एक वर्ष की अवधि तक की जेल या 10,000 रुपये जुर्माने या दोनों से दंडित किया जा सकता है.’
अधिसूचना में कहा गया है कि अध्यादेश के तहत गैरकानूनी घोषित हड़ताल में भाग लेने के लिए दूसरों को उकसाने वाले को भी निर्धारित जुर्माने के अलावा दो साल तक की कैद की सजा हो सकती है.सरकार ने 16 जून को लगभग 200 साल पुराने आयुध निर्माणी बोर्ड के पुनर्गठन के लिए एक लंबे समय से लंबित प्रस्ताव को मंजूरी दी थी, जो अपनी जवाबदेही, दक्षता और प्रतिस्पर्धा में सुधार के लिए सात राज्य के स्वामित्व वाली कॉर्पोरेट संस्थाओं में 41 गोला-बारूद और सैन्य उपकरण उत्पादन सुविधाओं का संचालन करता है. केंद्रीय मंत्रिमंडल की मंजूरी के बाद रक्षा मंत्री राजनाथ सिंह ने कहा था कि संगठन के लगभग 70,000 कर्मचारियों की सेवा शर्तों में कोई बदलाव नहीं होगा और यह निर्णय भारत के रक्षा विनिर्माण क्षेत्र को बढ़ावा देने के प्रयासों से प्रेरित है.
